It was released in the document that "the government will accelerate the establishment of a tax-deferred pension insurance system and explore the house-for-pension scheme."依据文件，（广州）政府将加快推进延税型养老保险规范，并探索进步以房养老。文中的house-for-pension scheme就是指以房养老，也被叫做reverse mortgage loan（住房反向抵押贷款/倒按揭）。房子产权拥有者把房屋抵押给银行、保险公司等金融机构，后者在综合评估后，每月给房主发放固定资金。房主身故后，由该机构收回房子进行销售、出租或拍卖。所得用来偿还贷款本息，其升值部分归房主继承人所有。现在，国内已经迈入aging of population（人口老龄化）阶段。以后，国内还将进步home-based care services（居家养老服务），类似的还有community nursing service（社区养老），并为80岁以上的老年人发放old age allowance（高龄津贴），普及endowment insurance（养老保险），解决老年人的后顾之忧。
