Most of Chinas land sale revenue last year went to compensation and related spending, leaving only a marginal sum to be used for other expenditures1, according to the Finance Ministry2.
财政部日前表示，2015年大多数土地出让收入用在了补偿及有关成本上，仅留下相当少的一部分用作其他开支。
土地出让收入（land sale revenue）实行全额收入支出两条线管理，包括了须依法支付的征地拆迁等本钱补偿性成本（compensation-related fees）。依据这个特质，土地出让支出可区别为本钱性支出和非本钱性支出（即土地出让收益安排的支出）两大多数。
土地出让收入并不完全由政府支配，只有扣除本钱补偿性成本后的土地出让收益，才是政府可用的财力（disposable revenue）。
