COCA语料库有不少 let my voice be heard的例句，但没 let my voice heard的例句。《剑桥英语语法》明确指出感官动词后接不带to的不定式作宾补，假如不定式为被动语态，则be需要省略，比如 I saw sbdo sth. I saw sth done .
但《剑桥语法》没提及其他动词，如 make 和 have 一般也后接不带to的不定式作宾补，假如不定式为被动语态，是不是be也是需要省略的。但大家在平常阅读中常常会看到have sth done, make sth done, 但没见过 have sth be done, make sth be done. 所以，感官动词、使役动词have，make后接不定式作宾补时，假如不定式为被动意义，则be 需要省略，用过去分词作宾补。此时过去分词只有被动意义，没先于谓语时间的完成意义。即过去分词其实是be done的简略形式，be需要省略。
let是个例外，let sth be done 中的be好像是不能省略的。你在外网看到的这个规则也说明了这一点。但为何感官动词、have和make后作宾补的be done的be需要省略，而let后作宾补的be done的be不可省略，好像没语法书讲解这一点。只可以用习惯使用方法来搪塞了。
