have是个及物动词，需要有宾语。
there 存在句的谓语动词一般是不及物动词，表示存在、发生等意义。
There是形式主语，后接不及物动词作谓语，其后的名词是真的主语。假如用了及物动词have, 那样have没宾语，肯定是不对的。
There is a book on the desk.
形式主语+不及物动词+真的主语+地址状语=结构正确。
There has a book on the desk.
形式主语+及物动词+真的主语+地址状语=结构错误（及物动词没宾语）。
have表示有，是拥有些意思。I have a car. 我拥有一辆车。车是我。
There be表示有，是存在的意思。There is a car in front of the house. 一辆车存在于屋前。
不可以把这二种“有”混淆。
